Are there any safe power leveling sites for wow?

That don't kill your computer or steal you money or anything like that.
You are the original owner of the account. Your name is on the account. If you choose to buy a power leveling service, there is a chance they will try to hack your account later, but you can recover it by sending Blizzard a copy of your drivers license, etc.
Power leveling is dangerous, yes, but if you're sick of the 1-70 grind as I am, and would rather buy your way there, it's safer than buying an account from someone online.
Make your own decision – don't listen to people who go around spamming Blizzard ToS links.

NO there is not, what they do is steal your account, liquidated then turn around and sell your account off. Same thing with the gold money sites, they don't have to be legit. There is no enforcement on it either. Don't be another sucker.
It isnt boogus 2 of my guild mates had their account hacked, because they bought gold, I know I spoke to the farmer that took the account. And to the idoit that turned around and bought the account.
Also botting several account isnt Illegal on WOW with different computers. Read up .
Using 3 party software is Illegal.

I wouldn't trust any right now. Most of them were actually relatively safe, all you hear about stealing accounts and money is bogus.
The problem is that these companies were using bots/programs to level the characters up, not actual human players. Blizzard recently banned 360,000 accounts, most of which were either gold farmers or accounts that had been under the control of these companies.
You really are best off just getting a good guide and doing it yourself.

Depends what your definition of power leveling is. I'm not sure it's a good diea to have someone else actually play your account or anything like that, but there are some sites with good guides to leveling fast. Check out http://www.wow-pro.com
levling isn't as bad as it usued to be. QuestHelper is a good mod to help you out.

None of them are safe.
Powerleveling (paying somebody to level your character) is against Blizzards TOS. They have gotten very good at catching this and will ban your account. Not only would this cause you not to be able to access any character on the account, but it would also waste the money you had spent.
If for some reason Blizzard doesnt catch you, the powerleveling company could outright steal your account or hack it at a later time. The sites that facilitate this sort of thing are often loaded with keyloggers so even just visiting them could have negative results. No powerleveling company is safe.
If you value your account, I would refrain from this activity. You might also read this statement from Blizzard:
