dranei leather bags are not the only bags with that look, panther hide sack (ZG) for example has 18 slots.
He could be farming ore, or leveling in a zone only 2 levels higher then him, why not? My third point is, You do not learn dragonhawk untill level 74. Good try though.

and he only has Dranei Leather bags(12slot) when Netherweave at 16 slot and are almost the same price.
Just to make another point that makes no sense , in Wrath of the Lich King , Aspect of the Monkey and Aspect of the Hawk were melded together to get Aspect of the Dragonhawk.
