Is there any place that actually buys world of warcraft accounts?

Not legitimately. All account trading/selling is technically against Blizzard’s Terms of Service, and any account sold or bought may become banned with no notice.
Your best bet, if you never want to play again, is to distribute your in-game cash and items to friends or guildmates, then delete your characters and let your paid time run out.

Personally, I think your best shot at selling an account would be on Ebay.

Ebay won’t sell accounts because it is against Blizzard’s Terms of Service. In order to play, you agreed to them. Therefore, you are breaking the law by selling or attempting to sell an account.
