What do they mean when they refer to a "twink" on World of Warcraft?

I see it on wowhead and occaisonally on chat but have no idea what it means.
a twink, if i remember correctly, is usually when a person has a low level character that has better armor, weapons etc than usual. usually a person with a high level char will make a low level one and send it gold and other high level items, so the char is "twinked" since it is much better and stronger than it should be at that level
